A: No...quite the opposite, actually.
In general salt water (or any water that has something dissolved in it) has a lower freezing point than water without any dissolved particles. This means you have to cool the salt water to a lower temperature than the tap water before it freezes.
This is one of the reasons it was common to salt roads in wintertime--the salt made it harder for the road to ice over (nowadays they use sand in many places, as salt can damage cars).
