A: Firstly, live in a house. Only Joking ! You're question needs a BIG answer but opens more questions. You don't say if you want someone to build it, customise it or but an off-the-shelf' package .. Are you doing this online ,offline by yourself or a group...
In reality your question is very vague - you need to spec' it out a lot more and maybe post a project on the numerous freelance programmers / project sites such as 99Designs.com
or do a Google for
"How You Can Get Free Insurance Leads" there some ideas !!

A: Robert, I'm prejudiced, so I like ACT! - a lot! You can get a copy often for $99 or less at buycheapsoftware.com. They sell legal, valid copies. But if no cost is more important, do a Google search on "free CRM". There are a lot of free Contact Management and CRM apps, such as freecrm.com and zoho.com. There's quite a bit to choose from.
