Not all students who enter high school have the intellectual capacity to be successful in second-year algebra.
The solution is to "dummy down" the course, but this negates the reason most students take Algebra II -- most colleges require it.
Colleges won't use Algebra II as a filter if it is no longer an advanced course.
Advanced Algebra requirement does not help society either.
