    The Socioeconomic Impact of Charters Schools in Texas

    The Texas Education Agency (TEA) reports that the “first generation” of charters consisted of 17 schools and had a collective population of 2,412 students. Legislation initially limited open-enrollment charters to 20 schools; however, lawmakers increased the cap to 100 schools in 1997 and to 215 schools in 2001 (Story 2007, 1).
