Its for your own safety and not to line the states coffers with a new source of revenue - thats what traffic tickets are for! So get your headlights repaired, cleaned and restored. Have them properly aimed and inspected. And upgrade to xenon bulbs for maximum visibility. You will save money and be glad you did - you may even save a life!
