Louisiana, teenagers not allowed, no one can text message. Maine, minors and learner's permits disallowed. Massachusetts, bus drivers, no. drivers must have one hand on steering wheel while on a cell phone. Minnesota, teenagers are banned, New Hampshire, not banned but you are at risk if you have an accident while using one. New Jersey, banned. New Mexico, unclear. New York, banned. Oregon, partial, only teenagers restricted. Pennsylvania, city by city. Tennessee, school buses no-no. Virginia, minors cannot use cell phones while driving, Washington State, banned.
