Some cities are so small that there are few merchants participating on some sites for local deals. One way to capitalize on this is to be visible for that locale online. The potential customers know there are few business in the area - period. Those that offer online deals will pull in the local customers looking for coupons the merchants participating will get extra attention from the locals by simple being visible.
