Vibrant Gujarat, Promise of Jobs in Gujarat and Rising Number of Unemployed: What's up?
The government has made its stand towards private enterprise abundantly clear; while setting up an industry in some other Indian states might require greasing a lot of palms, the government officials welcome investors with a smile and joined palms.
Figures from the vibrant Gujarat summit are rather impressive. The government announced with great fanfare after this year's Vibrant Gujarat Summit that the MoUs of 20 lakh crores will create 50, 00,000 jobs in Gujarat, yet at the same time figures reveal that the number of people registering as unemployed in Gujarat has continued to increase over the period of time.
Government records from Vibrant Gujarat summits from 2003 to 2009 promised an investment of 17 lakh crore rupees and creation of 30 lakh jobs. But no government data on number of jobs created by these investments are available.
Figures provided by the state Directorate of Employment and Training reveal that 3, 44,876 people had registered themselves as unemployed in various employment agencies by November 2010. A substantial number of unemployed were educated. The number of educated people who registered as unemployed in 2008 was 2, 93,266; it rose to 3, 07, 196 in 2009; by November 2010, it was 2, 75,483 and counting.
These figures include only the number of unemployed people who resisted with employment agencies and the actual number could be much higher. Available figures show that 1, 77,705 people found work through government or private agencies in 2010, till November. These figures make one wonder about the government's numbers regarding jobs in Gujarat.
But the Directorate of Employment & Training in Gujarat gives offers a different perspective. He maintains that Gujarat is the best state in India as far as generation of jobs in concerned. He attributes the gap between number of people registered as unemployed and people who got jobs thought government or other agencies to the fact that people do not inform the exchanges after they get the job. So such people are employed, but still show up on the list of people registered as unemployed.
State government officials stress that Gujarat government is taking a number of measures along with Vibrant Gujarat to increase availability of jobs in Gujarat. Numerous skill development camps and missions and efforts to create entrepreneurs are run by the government to reduce unemployment. Officials also say that the government is working proactively, unlike any other state government, to connect the job seekers and the companies.
Is the state's prosperity real or is it just a clever advertising and branding exercise? BJP has always been quick to adopt corporate strategies: ‘India Shining' and ‘Feel Good' during the elections which even the opposition believed would be won by the BJP are one example. Is ‘Vibrant Gujarat' another such gimmick by the ‘CEO' CM of the state, or does it reflect the spirit of a well-governed rapidly-developing state? Only time will tell.
