People think that these cars are damaged in some way because they are seized by the cops for reasons that people do not want to know, but in reality these cars will function the same as any other car. Some of these police auctions may have a trial period and afterwards if you remain a member for a long time they may require a small fee. However, the small fee is immaterial to the amount of discount you will potentially save on a cheap used car.
