Need for Human Resource Planning
Human Resource Planning is the process by which a management determines how an organization should move from its current manpower position to its desire manpower position.
This way a management strives to have the right number and the right kind of people at the right places at the right time.
Human Resource Planning consists of a series of activities:
- Forecasting future manpower requirements
- Making an inventory of present manpower resources.
- Anticipating manpower problems by projecting present resources into the future.
- Planning the necessary programs of requirement, selection, training & development to ensure that future manpower requirements are properly met.
Human Resource Planning is necessary for one or more of the following reasons:
- Effective manpower planning is required for every organization to carry on the work efficiently.
- There is a constant need for replacing personnel who have grown old or who retire so that the work doesn’t suffer.
- Human Resource Planning is essential because of frequent labour turnover that arises from social & economical factors like voluntary quits, marriage, promotions etc.
- Due to rising standards of living large quantities of goods are required because of which human resource planning is unavoidable.
- The present workforce has to be changed in relation to the challenging needs of technology & production.
- Manpower planning is needed in order to identify areas of surplus personnel or areas in which there is shortage of personnel.
Process of Human Resource Planning:
- Deciding goals or objectives
- Estimating future organizational structure & manpower requirements
- Auditing Human Resources
- Planning job requirements & job descriptions
- Developing a human resource plan
Assessment of Available HR in the Organization:
The assessment of available HR in the organization is an important step to human resource planning. This assessment of manpower requirement depends on the manpower assumptions and the organizational corporate strategy.
- Zero Budgeting – The total operation begins from zero where the objective of the managers is to lay importance on their current activities.
- Ideal Approach – Decision like off-loading, sub-contracting, maintenance, production, technology is kept in mind while assessing human resource in the organization.
- Realistic Approach – Based on existing information manpower assessment is determined.
Work Load Analysis:
It’s the method of studying & analyzing a job to prepare the manning norms. Work load analysis is used to understand the methods & processes of doing a particular job. It thus helps in improving the productivity of an organization.
