First of all, do yourself a favor and DON'T level as Destruction. It indeed has very high damage output, but it is so mana inefficient, that the leveling process will be so slow due to a lot of drinking (for mana regeneration).
From my experience the best and fastest way is leveling as Affliction. With talents put in this talent tree you get your damage over time (Dot) spells much more powerful. You also gain very powerful mana (with "Improved Life Tap") and health ("Soul Siphon" and "Siphon Life") regeneration. So when leveling you never run out of mana or health. Logically, less downtime you have the faster you level up. And with Affliction build this downtime for drinking/eating is zero.
Some may say that Demonology is also good for leveling. Well, I kind of agree. But it is not as fast and interesting as Affliction. Demonology talent tree is just for boosting you summoned minions. And sometimes gets boring just sending your pets to do the job.

Absolutely! Questing is still considered as the best way of getting XPs (experience points). This way of leveling has the highest XP/hour ratio. But unfortunately this is a bit tricky.
