Without proper education countries remain backward.

When we talk that one country has been left backward, we want to say that the people of that country have not been given proper education, proper training and proper adjustment at work from where they could carry sufficient income with which they could run the family administration. It clearly means that advancement could start only when the people are given proper education. If we give knowledge of only 3Rs, it is not proper education. In most of the schools run by the state in India there is one teacher and he is in charge of five classes consisting of one hundred students. Only the teacher has been provided with a chair and all the students are stuffed in one room or in two rooms and this fellow is teaching them all the subjects. There is no arrangement of water, electricity or the like and often the students are allowed to go to the fields or to some open space to ease themselves. Such units cannot provide proper education and that is the reason, most of the Indians are backward and that is the reason, we are not registering our name in the list of advanced countries.
The countries which want to go ahead, shall have to provide proper education to their people and for that purpose, they shall have to take the following minimum steps:-
(1) There should an educational complex near to each town, city and a cluster of villages and the state must provide specific area for the establishment of such complexes as they have provided space for establishing factory area, industrial area or the like.
(2) The area must have play grounds, stadiums, community halls, dispensaries, hostels, canteens, garden, swimming pools,workshops, libraries and laboratories. All these items should be maintained by the state and if need be, they should charge from the schools established there.
(3) No one be allowed to establish school or college out of this educational complexes.
(4) The state must construct buildings and if private people want to construct their own buildings, they should be given specific maps and plans and no one should be allowed to cross these limits.
(5) The state must prescribe qualifications, age limitations and physical standards for the recruitment of teachers and no institution should be allowed to violate these norms.
(6) Study hours must be fixed by the state.
(7) Reservations and fee concessions must be fixed by the state and in case of students studying in private schools, the state must bear the expenses.
(8) The teachers must be paid the same time scale. The private employers could give some incentive to the teaching staff on the basis of their qualification and work performance.
(9) All teachers should get pension.
(10) Stipends to meritorious students should be paid by the state.
(11) There should be uniform retiring age and no one should allowed to be in post beyond the prescribed age.
These are the minimum requirements available in an institute where we can say that the student public could get proper education. The state and all the people who call themselves expert in the line of education, must come forward and they must tell the states that they must take interest in giving proper education to the people so that the people could fulfill the dreams of the state. When countries like India claim that they shall be amongst the advanced countries by 2020 A.D. they must give thought to these points. Till the people are with proper education, we would not be able to take all these illiterate people with us and claim that we are an advanced country.
