Commission for Women's Employment

The Commission for Women's Employment and the Consultative Commission for the Status of Women were still in existence during the late 1980s. However, nothing had changed with respect to their limited agendas and activities found in previous abortion-policy debates. Two new women's policy agencies were established in the mid-1980s, which appeared more likely to be involved with abortion policy reform on behalf of women and the women's movement. In 1985 and 1986 respectively, the government installed a State Secretary of Environment and of Social Emancipation and an Emancipation Council. Several authors regard these agencies as the start of the women's policy machinery in Belgium. Compared with the earlier women's policy agencies, the sphere of action and the potential of the State Secretary and the Emancipation Council had increased substantially. The Emancipation Council came under the Ministry of National Health and Environment and functioned as a counselling body for the State Secretary of Social Emancipation. The Council included delegates of the women's organizations of different ideological and socio-cultural persuasions. Its sphere of action was, in short, cross-sectional: everything, directly or indirectly, related to the emancipation of women. The Emancipation Council depended on the State Secretary: its advice could be made public only after reaching an agreement with the minister or the state secretary. Both Miet Smet, the first State Secretary, and Ann Hermans, the first president of the Emancipation Council, were feminists, who had their roots in 'Woman and Society' circles—the women's wing of the Flemish Christian Democrats. A survey, conducted by Woman and Society, showed that an important number of its own members were in favour of a liberalization of the abortion law. This progressive standpoint differed radically from the conservative opinion advocated by the Christian Democratic Party.
Despite these favourable circumstances, these new agencies did not take part in policy debates on the abortion issue. The abortion theme is completely absent from the Council's publications and actions. In Parliament several openings were created that could have enabled the State Secretary of Social Emancipation and the Emancipation Council to take part in the debate. For example, the State Secretary of National Health, among others, was asked for information concerning abortion, but the State Secretary of Social Emancipation was not approached. This absence is striking in the light of the relationship between the abortion issue and the emancipation of women, a relationship that was pointed out by several Members of Parliament. What makes the absence of any input of the Emancipation Council and the State Secretary of Social Emancipation—both official government bodies—even more remarkable is that the Women's Council, a non-governmental organization, did succeed in putting its memorandum in the official commission report.
