There are 2 types of power linking you need to use to increase the PR and traffic to your website, one way and reciprocal. They are both valuable but it is very important to make sure that the links come from resources that are relevant to your website. In other words if you have a site about foot odor there isn't a huge amount of value in getting links from an ice cream resource! Another thing you should note is that one-way links are more important than reciprocal links but this doesn't mean you should ignore reciprocal links as they are still valuable and as you will see are easier to get.
There are really good guides out there on this subject and it is worth doing some research on the internet into finding the best one for you. You can even find guides that come with an excellent list of high pagerank one way link directories.
Another very successful way of achieving high PR one way links is by submitting your site to directories. You can do this manually but it is a very laborious, tedius and time consuming process. A much easier way is to use directory submitter software which automates the process for you but remember don't submit to a 100 directories at once but spread it out over time otherwise you may get punished by Google and the others.
This is because they may treat you as a "link farm" and on this subject DO NOT submit your website to link farms. They are easily spotted, just check if they are indexed by google et al and check their PR. If they are not indexed or don't have a PR of at leat 4 avoid them like the plague! You can avoid all these problems by using directory submitter software. It is sure fire way to create one way backlinks to your websites without risk of penalty from Google. As long as you do it right by manually submitting to directories over time not hundreds all at once as most submission services due.
The best way of getting reciprocal links is by using reciprocal link software, which enables you to swop 100's of links with other websites and lets you choose who to swop with, related sites and also choose the keyword title for your link which is very important. Again we have tried a few and it is very much the case that you get what you pay for. So get online and check them out. We strongly recommend you take a look.

I have a medium size site, and It's current google page rank is 4/10. In order to improve its Rank, I'm considering using a mass links submission tool like "All-in-One submission", that will submit a link to my site to few thousands site's. some of them are more legit, like DMOZ, and some of them, I guess, are link farms.
does such a submission is dangerous? can google punish me for doing that?
