Vivemos numa era em que a ajuda e esforços monetários são dirigidos para a reforma do serviço civil. A razão inicial foi de que o serviço civil em muitos países em desenvolvimento estava grandemente em saturação (over-staffed) e em dívida (bancarrota). Reduzir (Downsizing) o função pública levaria não só à modernização e ao melhoramento da eficácia dos serviços, mas também reveria os fundos perdidos em excesso de pessoal (over-staffing) para travar o aumento da dívida. Mais, um função pública mais eficaz levaria, no longo termo, a um desenvolvimento mais sustentável.
