The email is often accompanied with a message stating that something is wrong with your account and that you need to click on the attached link, sign in and fix it. This is a scam. What they are trying to do is get your eBay account information. Once that has been done, they may have access to stored personal account numbers, as well as the ability to use your eBay account to make fraudulent purchases.
