Unlike traditional telephony, IP telephony is relatively unregulated. Companies providing these services are known as Internet Telephony Service Providers (ITSPs). They include telephone companies, cable TV companies and Internet Service Providers (ISPs).
VoIP called Voice over Internet Protocol, also called IP Telephony, Internet telephony, Broadband telephony and Voice over Broadband allows calls to made from computer to computer (PC to PC) and possibly from your computer to an ordinary telephone, depending on the phone serve available.

The basic equipment to hook up your computer the VoIP program you would need any combinations of a microphone and speakers. Calls to mobile phones may be a bit more expensive than those of cable phones. PC to fax capabilities are also available. Many of the companies also market phone cards for extra cheap PC to phone cards.

One drawback is the difficulty in sending faxes due to software and networking restraints in most home systems. Another drawback of VoIP service is its reliance upon another separate service - an Internet connection. You may experience some delays, jitter, packet loss accoustic disturbances, echo and security, but these are rare (usually the factor may be an inadequate computer hardware of either the sender of recipient.) Yets.with the advancement of computer technology equipment and cable quality have improved considerably, so that the quality of sound is usually clearer than most long-distance phone calls.
Security Measures in using VoIP server:
1) Keep your passwords private by allowing only approved persons its use and have control over the access to your computer and Web sites.
2) Use firewall and antivirus software that can perform security checks.
3) Accept calls from known user names and correct passwords.
4) If possible use a separate computer as you VoIP server.
