Problem refinishing furniture

I am trying to refinish a 30 year old Broyhill dresser.  I have been able to get the paint off the front and sides but cannot get the paint off the top of the dresser.  I have used several coats of Stripeeze and have sanded but with no luck.  The top is painted the same color as the rest of the dresser but has a shiny finish.
