We, the people of India are sorry to note that Dr. Manmohan Singh the new PM of India could not forward a competent list of ministers for his cabinet and all this had been done under forced circumstances.  One group ran away from the capital and also did not participate in the ceremony because they could not get the desired berths.  Here the participants in alliance want share and when share are to be given, merit system goes and this time Dr. Manmohan Singh had to include some people without considering their merits.  We must note that here in India most of the ministers work under the guidance and directions of the bureaucracy and in fact this democracy had already been turned as a bureaucracy because most of the files are rooted through the bureaucracy and when the minister signs that file, it become a law when in fact minister had no opportunity to apply his mind and come out with a decision.  Most of the people when approach ministers, they are directed to approach the secretary of the department and only then his work shall be examined by the minister.  And when competent people are not introduced as ministers, they shall work under the bureaucracy and that is the reason, in India, we have established bureaucracy and not democracy.

The only out-way is that we should introduce shadow cabinet system and under this system all the political parties and alliances must give us shadow cabinets so that the people, who are the real masters of this country must get a choice and they must choose their ministers examining the education, training, experience, character, antecedents of the man and they should elect only when the man is a fit person in their eyes.  This important work should not be left to the PM or the CM because these people are having so many obligations and they cannot select people on merits alone.  Shadow cabinet system is the only alternative and the people of India must introduce this shadow cabinet system without any further delay.

If we introduce this shadow cabinet system the parties and alliances shall be obliged to choose right people who could be accepted to  the people of India.  The people who are not fit as ministers shall not remain in politics and shall be adopting other professions, trade, calling and employment.  Shadow cabinet system shall bring so many changes in this political system in India where only rich people without having any merits are coming and are being elected by us.
