Government Without a Rod in Hand

Government without a rod in hand.
No government can be run if the rulers spare the rod in their hand. It is obligatory that all the governments should maintain police, courts and jails and these institutions should continue even when the countries are in the democratic form. The people should not be allowed to be free from the rod because when the rod is absent, anarchy is the result.
If we go back in history, we come to the conclusion that in all the times of rajas, maharajas, monarchs and the imperialists, the rulers had been having rod in their hands and they had been good governments. When the present democratic set up was introduced even then the state could not spare the rod because people shall remain people and they shall be having the status of subjects and they would not respect the rulers and accept what the laws are made for them. Law breakers are always present in each society and that is the reason there is crowds in police stations, in courts and in jails. People never stop committing crimes, sins and misconducts. We are noting that in the present age of science and technology the people are learning and inventing new methods of committing crimes, sins and misconducts. We have seen that the people in service are now indulging in scams, scandals, muddles, bribes, corruption, sale of jobs, sale of licences, quotas, taking commissions and other items at the time of marriages of their wards and we are noting that people in service of the people are turning rich when the people who are actually masters in democracies are being reduced to more and more poverty. The people in power are not subjected to the rod and that is the reason they are committing big crimes, sins and misconducts. The people who are poor and weak, they are avoiding committing crimes, sins and misconducts because they know that once they are in the net they would not be spared and they shall have spend time, money and years in jails. The state is not in a position to utilize the rod in its hand against the rich and the powerful and that is the reason they are spoiling the situation in the country.
The people even in democracies could not become responsible people and that is the reason the state has to keep police. And when police is there, it cannot run without rod in its hand. Therefore, we shall have to accept that even in democracies, the state cannot run without a rod in is hand. The time is far away when in a democracy the people shall become responsible, they shall start feeling that they are the masters of the country and therefore, they should not commit crimes, sins and misconducts. These activities shall continue and therefore, we shall have to keep the rod ready for utilizing the same against the wrong people. The people may think that they are the masters, but still they would not be able to establish a discipline for themselves and therefore rod is the only out-way.
