Indian Police officers donning the blue beret of the United Nations in Kosovo, are actively involved in ensuring that the skies above this part of Europe remains safe.

The International Airport is the hub of all major operational endeavors that have a direct bearing on the security scenario in this war-torn cesspool in the Balkans. All major military and civilian flights use this sensitive facility. The Pristina International Airport, located in Slatina approximately 10 Km form the capital of Kosovo, is very pivotal to the United Nations peace keeping mission. This airport connects Kosovo to all major European destinations with around 30 civilian flights and many NATO military flights landing per day.

This airport is secured by an elite corps of UN Border Police officers, specially selected from UN police officers belonging to 55 different nationalities. Not all UN officers are earmarked for this strategically significant assignment. On arrival all willing officers are interviewed by the Chief of UN Border Police and only few are selected. .

Presently there are 60 UN Police officers selected to work in this prime airport of Europe. They are from different nationalities.

The selected Indian Police Officers are inducted into this elite wing of UN Border Police soon after their pre-induction training . The Indian officers are involved in Airport Security, that has been spruced up especially after the terrorist attack on America when 4 aircrafts were deliberately crashed against the World Trade Buildings and the Pentagon.

The Indians are involved in multifarious aspects of Airport Security that include briefing troops regarding perimeter security, anti-sabotage checks in the airport lobby/ departure area/ arrival area/runway apron/tarmac, implementing security maneuvers as advised by UN and KFOR Command, investigations and interrogation of suspects/ criminal elements.

It is due to the cutting-edge training given by India to it's Officers , in the Training Centres and on-the-job-training at unit level, that the they are able to give an good account of the ethos and professionalism prevalent in the Force.

The deployment of Indian officers in this sensitive Airport only goes to prove that our officers are not only efficient Border Guards or effective Counter-insurgency troops

but can rise up to any occasion and take on any security endeavour , in the ever changing global scenario.

It is an accepted fact that the milk industry in Kosovo is still very nascent and requires concerted attempts to organize this untapped resource so that it culminates in the economic empowerment of the small and medium animal owner. The glaring evidence of this is seen when one goes to any of the shops in Kosovo . Tetra-packed milk imported from Slovenija, Croatia, Serbia, Macedonia etc adorn the shelves of the retailers. Taking into account the conducive climatic conditions and presence of appropriate bovine breeds present in Kosovo there is no reason as to why this country should not become a major player in the regional milk industry. Kosovo has the inherent capability of not only catering to the local consumers of milk but also can export its products. Most of the farmers have one or two cows and some have up to four cows. These small farmers use the milk obtained for their own domestic purposes and sell the remaining part to the consumers living in the near vicinity in bottles. The very fact that these cow owners have absolutely no infrastructure leads to a situation where the sale of milk is erratic and he is not always sure that all the milk produced would be sold at appropriate rates. Cases of distress sales at way below the market price are known to have occurred primarily due to the fact that the farmer does not have , nor can he afford , centralized storage and processing facilities. Thus for the cow owning farmer, the cow is only a means to supplement his income and is not the mainstay of his earning. The scenario described above leads to economic weakness. Due to the fact that the farmer does not get the right price for his product and that his milk does not have long shelf-life, he remains economically weak and has to subsist on other means to feed his family and fend for himself.

The animal husbandry in Kosovo is predominantly dominated by the small farmer with limited land ownership coupled with resource crunch. Thus it is logical that in order to derive optimal output in this environment a grassroots policy has to be developed that encompasses the establishment of a sustainable animal health care setup, that does not necessarily aim at high technology endeavours to treat morbidity and mortality in livestock as a large scale fire fighting operation , but concentrates more on disease prevention, surveillance and adoption of astute animal management practices at the farmer level. It is obvious, taking into account the present situation in Kosovo, for the time being at least, there is no concrete argument on which we can base our operations on economically sapping operations, that mainly rely on high technology, when there is a paucity of resources.

Four decades is a long time. It could be a lifetime for most. When anything or any place is associated with an individual for such a long time, it tends to impregnate into the very psyche of that person and becomes an inseparable component of the core of that individual’s psyche. A home is not a mere physical entity made of brick and cement, where a family stays, but is the part and parcel of the essence of their lives. The magnitude of its importance intensifies and increases in geometric proportion as the years go by. Forty years of stay in a house is enough to state that it becomes a life force. The house attains a personality of it’s own and becomes an individual in it’s own right. The house becomes a home and finally becomes a living and breathing creature. It becomes intertwined with the psychological fabric of the family. Having to move out of your house out of your free will is a different matter. Being forced to sell it, due to factors not in ones control is all the more agonizing. It literally tears the spirit of the family asunder. It is highly traumatic and assaults all the senses of the humans that had inhabited that house. Selling it for half the market price is sad. Witnessing a new family taking over your home is one of the greatest distresses that anybody can experience.

My dear Peacekeepers of Kosovo. I sincerely hope that all of you are doing your bit to mitigate the exodus of serbians from Kosovo. During my time as a UNMIK officer there were small Serbian pockets that exixted in Kosovo. Even then there was a steady exodus of Serbians from Kosovo. I observed that the conditions were not conducive enough for them as to live with dignity. One of the most painful experience was when my Serbian house owner ,in whose house I was staying, was forced to sell his house in Kosovo Polje, for peanuts. He broke the news to me with tears in his eyes. He was Micky.His wife's name was Dragidza.He had two teen age sons and a daughter. It was indeed very traumatic. They had been staying in the house for decades. I feel that the UNMIK could have done more.

The Indo Tibetan Border Police camps in Arunachal Pradesh are serving as a safe haven for the birds of various types and this has transformed all the border out posts, battalions, sector headquarters and the zonal headquarter into a veritable bird sanctuary. High Altitude Case Study on Anaesthetic Effects of Xylazine/ketamine During Surgery in Ladakhi Dog

Introduction: Agents that cause an adequate depth of anaesthesia are pivotal during surgery and they should have adequate analgesic activity, a wide margin of safety, sufficient depth of anaesthesia to fecilitate surgical manipulations and recovery should be smooth devoid of any undesirable complications. Objective: This endeavour was undertaken in the high altitude cold desert terrain of Ladakh, so as to study the anaesthetic manifestations of xylazine/ketamine combination during surgical manipulations , at approx 11000 feet above mean sea level, where low partial pressure of oxygen , low ambient temperature and relative humidity have a palpable effect on body functioning and physiological responses( QMG, 1988). Case: A healthy Ladakhi dog, aged approx 3 years and weighing 17 Kgs was used in this study to evaluate the anaesthetic efficacy of xylazine and ketamine combination, administered intramuscularly, @ 1 mg/kg b.wt. and 5 mg/kg b.wt. , respectively ( Mones and Fargetton,1990) . Pre-medication was done using atropine sulphate @ 0.44 mg/kg b.wt. ( Viana and Osswald,1971 ; Kumar,1977) The subject was administered with atropine sulphate 5 minutes prior to administration of anaesthetic. Subsequently xylazine/ketmine combination was administered intramuscularly at the dose
