When the thank you gift from the charity has a true value of twice the amount donated to that charity, how is that viewed by the IRS, for both the donor and the charity? Thank you.
(Example: Corporate Sponsor has gifted our charity with $10,000 worth of free gas cards - we are not salespeople. We want to GIVE them as thank you gifts to people who donate $50 to our 501(c)3. They cost us nothing. They are like PBS giving away a CD to thank folks for a donation. BUT we don't want to get into trouble with anyone.)

You will need to organize ticket sellers, keep a record of ticket distribution, and collect cash. Numbered raffle tickets make it easy to keep track of which tickets are given to which sellers. Adding a little friendly competition into the mix might be a good idea; offer a reward or prize for whomever sells the most raffle tickets. Allow at least one month for raffle ticket sales, and keep a chart or graph that highlights the progress of sellers.
