Strategy #1 - Defrag
The easiest way to speed up application launch time is by defrag to rearrange your application software on hard disk, how about the boot up time? Do you know that you need to manually defrag the boot up files with special utility to minimize the boot up time?
2 of the best defragmenter out there are:
a) PerfectDisk
b) Diskeeper
Both will defrag your boot up files and allow you to perform some kind of background stealth defragmentation when you are not using your hard disk.
You can download any free disk defragmenter, but none of them will defrag boot up files. The only utility I know still works with Vista boot up files is TUNEXP. You can find it at Google search. Use the "Ultra fast booting" menu to defrag the system files for boot up.
Strategy #2 - Reallocate page file
If you have 2 or more hard disk, you should move your page file from Windows drive to another drive, set the page file size fixed to 1.5 times of your memory. Variable file size just delay a bit, so fix the size.
strategy#3 - Use RAID (Stripped Volume)
Stripped Volume only supported by Business and Ultimate edition. However you can always use your motherboard build in RAID or buy a cheap RAID card. Using RAID 0 or stripped drive, you can double your disk access speed in "theory".
The theory is you can read and write using 2 or more drives simultaneously. For example, I can save a 10 MB file into 2 hard disk at the same time, 5 MB each and will result in faster disk access. But the matter of fact is too much overhead and the actual result is just 30%~50% faster than 1 drive. You can use more hard disk to gain faster access speed. I must warn you to backup your critical data frequently, any 1 of the drive dies using stripped volume will result in total lost of data!
As a conclusion, there are no cheap way to speed up disk access, only expensive and advanced technology to trade for faster disk access, use it smartly.
