Dog runs away from the brush

My dog needs to be brushed regularly, but really hates to be brushed. I pick up a brush and he runs away and hides. The groomers can't seem to get him to sit still for brushing. He's 11 months old, a mixed breed rescue dog, and we've never hit him or used the brush for punishment. We got him when he was estimated to be four months old, and brushing has been a problem from the get-go.
