Convene Monsoon Session, Demand Left, Partners

New Delhi: Eager to take on the UPA government in Parliament as they are, the Left parties and their partners of the moment today called on President Pratibha Patil to lodge their protest against government's decision to skip the monsoon session and to have an early winter session. The government has decided to convene an unscheduled session from October 17, to sit in two parts ending on November 21. The BJP leader, Yashwant Sinha had made a similar demand on Friday (September 5) urging the government to convene the session at the shortest possible notice of one week.

A dozen of third front leaders from both houses of Parliament, led by CPI(M) polit bureau member Sitaram Yechury submitted a memorandum to the President urging her to exercise of the constitutional authority vested in the office and prevent "a deliberate manipulation of established traditions concerning the sessions of Parliament since independence". The memorandum registered its protest against "the decision of the government to jettison the monsoon session".

The leaders said that not convening the monsoon session held serious implications in the parliamentary democracy of the country. "It violates the basic principle of governance established under our system. The absence of the Parliament session negates the legislature's right and the executive's obligation. This is a serious compromise with the concept of sovereignty as enshrined in the Constitution," the delegation said in the memorandum.

The third front leaders also accused Prime Minister Manmohan Singh of concealing crucial information regarding the Indo-US civil nuclear deal, which they said was essentially required to be brought forth before the people of the country through the institution of Parliament. Further, there are issues like runaway inflation, agrarian crisis, Jammu row, Kosi ravage, Orissa carnage where Christians have been targeted.

Against the political opinion of many UPA constituents, the third front has blamed the Centre as well for devastating flood in Bihar. It said, "The river Kosi has changed its course after three centuries virtually wiping out large tracts of Bihar rendering millions homeless. The breach in its embankments is the apparent cause for this havoc, at the Kosi barrage in Nepal. India has a 199 year lease to maintain this barrage. The country would, surely, like to know what went wrong where for this ravage. The people are robbed of this right with the Parliament session not being convened."

However, as the government has decided to convene the session from October 17, sources say that notwithstanding the pressure from both the BJP camp and the Left camp, the session would not be preponed and that there was no question of holding both monsoon and winter session this year.

The delegation that met the President comprised besides, Yechury, Basudev Acharya (CPI-M), Rajesh Verma, Satish Chandra Misra (BSP), Gurudas Dasgupta, D Raja (CPI), Yerran Naidu, Mysoora Reddy (TDP), Joachim Baxla, Debabrata Biswas, Abany Roy (RSP) and Daanish Ali (JD-S).
