Parliament in Ukraine has voted for an early election of President for Ukraine.
This has not gone uncommented by several political leaders in Ukriane.
All agree on one thing; The presidential campaign has begun, as the parliament vote is the evidence of this.
The leader of the Front Zmin (Front for Change) public initiative, Arseniy Yatseniuk commented on the Ukrainian parliament's decision to set presidential elections for October 25 2009.
Yatseniuk said that this decision could be cancelled.
"Now, such a development of political scenarios, as amending the constitution and canceling the institution of direct presidential election, has become impossible," Yatseniuk said.
Several issues are problematice as the parliament is instituting a Presidential elections by parliament members only. The parliament is presently controlled by Party of Regions and BYUT majority which ignores the constitution.
This is a problem with Ukrainian politics, changes to the constitution or lack of respect for it, makes it difficult to predict and make long term commitment in the country.
The present President of Ukraine, Viktor Yuschenko considers the act of the parliament as unconstitutional and will politically bias the decision of the Verkhovna Rada to schedule the presidential elections for October 25th 2009.
According to the Constitution, the president is elected on the last Sunday of the last month of the fifth year of the president's powers. President Viktor Yuschenko took up his official duties as the head of state on January 23rd, 2005, and elections according to the constitution not start before January 23rd 2010.
Front of changes lead by Yatseniuk has mentioned in their communique point number 1, that he and his party find it is necessary to stop «Ukrainian tradition» to make alteration in Constitution under a situation and personality.
Yatseniuk is seen as a formidable contester to presidency in Ukraine, as previous crtics by present prime minister and oppostion leader in parliament has made towards him already. He present a threat to their rally for presidency as the polls have shown lately. He rises like a rocket and are now just behind those two on the polls.
In addition the Communist Party leader Petro Symonenko has said that Arseniy Yatseniuk, is a "political project" created by the United States to win the presidential elections in Ukraine. However, it may not be news that this side of the politics treats any new modern thinking as a U.S phenomena. But it tells that even they see Yatseniuk as a plausible presidential candidate with a fair chance to win the election.
There are signals that business men in Ukraine see Yatseniuk as their choice as some businessmen in Ukraine worked in the background to present Yatseniuk at the 2009 economic forum in Davos.
To illustrate Yatseniuk's will to shake up the established political elite and make changes in Ukraine, is his latest statement made regarding customs duties laid down by the Ukrainian parliament. Arseniy Yatseniuk believes that an increase in import duty has no impact on safeguarding the country's domestic market.
"Such laws translate into only one thing – forcing the market into the shadow and fostering corruption among customs officers," the initiative's press service quotes Yatseniuk as saying.
"If earlier it was "raw" import, now it will be "black" import. They will smuggle everything, like they smuggled in the nineties," he said.
He said it is typical of the Ukrainian government to introduce laws backed by a governmental faction, and then to proclaim the laws are no longer needed.
"Unfortunately, there are dozens of examples of such laws," he said.
He said the cancellation of a 13% import duty on certain types of commodities could serve as confirmation of this.
"This is the classical type of lobbying by persons who are present in parliament and those groups that now actually maintain the political parties, and are in fact "stockholders" in those political parties," he said.
The program of Front of Changes, lead by Arseniy Yatseniuk promotes changes in all segments of Ukraine, including the political elite and power structure in Ukraine.
Ukraine is in real need for reforms within the energy sector and to change from its present part market and rent economy, to a pure market economy driven business environment to promote investment in Ukraine.
The program also touch another aspect that Ukraine need to handle, and that is the corruption level in Ukraine. And Arseniy Yatseniuk's last statement regarding the customs duty tells that he really wants to perform reforms in this area as well.
At the same time, he advocates unity amongst the Ukrainian population, but also politicians. The last 2 years have been an example of how a split political leadership in Ukraine can not bring any changes for the ordinary Ukrainian.
The Ukrainians should tell the parliament that they should honour the constitution and let the election be held as constitution states, in January 23rd 2010 and not in October 2009.
The people of Ukraine probably has to raise themselves up again and fight to tell the politicians that they represent the people and not for their own power hunger.
The Ukrainian people deserve to be taken serious and to be heard. Its about time the Ukrainian politicians listen to what the people wants, and now is the time to do so.
Changes can only take place from the gras roots in Ukraine. There will be no sunflowers to harvest suflower oil from, unless there is a good seed under the ground to give it life. The same goes for politics in Ukraine, the people need to take ownership into politics and tell what they want and need.
