I did not get any form saying I was eligible for the tax rebate, but, I filed taxes last year, and claimed my (2) kids, do I still get it and how do they determine when?

I am thinking of moving overseas to Panama with my wife, who is a Panamanian citizen. If I do independent contract work for American companies (basically, I'm talking freelance writing and editing here) but do not live in the United States, do I still have to pay the same amount of taxes as when I'm here? I really have no intention of ever living in the United States on a permanent basis again ... Are there any tax implications to this at all or is it just business as usual?
