With the advancement of Science and Technology, the life style of public is changing rapidly. The more abrupt changes are being observed among urban population. The general upliftment of living style of urban population has given birth to modern air conditioned integrated commercial colonies locally known as Commercial Malls. Such integrated commercial colonies are being polarized in big urban centers or in towns coming within National Capital Region especially at Gurgaon, Faridabad, Sonipat, Panipat, Rohtak etc. Due to aforesaid economic change, tendency of construction of such colonies (modern Malls) is trickling down to all towns of the state.
The Multinational Companies of the world are also entering in retail trading. These companies perform their retail trading through Integrated Commercial Colonies / Malls. Therefore, every town of the state is potential for the setting up of commercial Malls. In order to have planned development of all integrated commercial colonies (commercial malls), the Haryana Govt. has fixed planning norms and has also laid down procedure for obtaining licenses for the construction of such commercial colonies under the Haryana Development and Regulation of Urban Areas Act, 1975 and the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963 and the Development Plans prepared there under.
Due to availability of well settled statutory provisions for the development of Integrated Commercial Colonies, a good environment is prevailing in Haryana State for obtaining licenses for the said projects. Since, such projects involved heavy expenditure, therefore, thorough knowledge of the subject is necessary. For understanding the rest of the points relating to selection of sites for integrated commercial complexes, documents required for submission of license applications, license fees, conversion / development charges and procedure for obtaining licences etc. study of “Haryana Town Planning Guide” along with related Development Plans which are available at this site is recommended.
