For The GPA Agony...still his fate

The relentless movement that I had started for the regularisation of the GPA holders in cooperative shouse building socieities paid dividends when on the 2nd of March 2009, it modified its earlier order allowing transfer of share/flat held by a GPA holder on payment of significantly lower transfer fee. The Tranfer fee for Category A Flat hs been fixed at Rs. 50,000/-, for Category B flat Rs. 25000/- and for Category C, Rs. 15000/-.

With this modified order of the Chandigarh Administration, 15000 families holdig occupancy rights on the instrument of the General Power of Attorney stood to benift.It seemed a great victory initially. Implementation of the policy saw many bottlenecks which were created by the existing managements fearing their slide from position of power.

However some sane managements took active interest in the transfer policy as enunciated by the authorities and toiled hard to pass the benifit of the policy to those opting for transfer of share/flat in their names. This action on the part os some society managements sent waves of joy. The GPA holder of yesterday was getting common sense rules of the road turned to his favour.

Hundred of GPA holders sent me "Well Done" messages and I was also in a thrilled state of mind. I have been able to bring a smile on te face of the hapless holders of the instrument of the GPA. Gains seemed overwhelming to the loss of health and business incurred during the period of the movement.

The feeling was only for a short while, as messages started coming to me that some of the societies were reluctant to induct the GPA holders as regular members as envisaged in the policy. Great alarming signals passed by my mind. I got disturbed and ion my eagerness to see that the saccour provided by the Administation's notification reaached all, I sent representations to the Home Secretary Chandigarh asking him to intervene in thew situation. My hats off to this officer who immediately responded.

Yet, the transfers are taking place at a snail's pace. Will some one answer : If a few of the sane societies could initiate the process of transferring the share/flat in the name of theGPAs, what prevents the others to follow suit?

I believe the answer lies in the corrupt state of mind of the erring societies'managements and that it is high time the administration truly initiated stringent measures to put a goose around their necks.
