Boating Tutor – Boat Registration and Hull Identification Number

If you own a motorized boat, it must be registered, regardless of the state of principal use. Additionally, some other boats must be registered.

To register your boat you will need the Hull Identification Number (HIN). This is a 12 character serial number which can be found at the stern on the starboard (right) side. The HIN indicates the boat manufacture, its serial number and the month and year of production.

When your boat is registered you are issued a Certificate of Number (Registration) and Certificate of Ownership. Each state has different renewal frequencies for renewal. Renewal is required in some states after one year. Others require renewal after three years. There are also different fees associated with the issuance of the Certificate of Number.

The Certificate of Number is issued by different offices in the different states. For instance in the State of Alabama the Certificate of Number is issued through the office of the Judge of Probate or License Commissioner in the boat owner’s county. In the State of Alaska and California you would obtain the Certificate of Number in the Division of Motor Vehicles (DMV). Registration is handled by the Department of Highway Safety and Motor Vehicles in the State of Florida. Check with your state to get specifics on where to obtain your Certificate of Number, the fees required, renewal periods and any other rules enforced.

Upon successful registration you will be issued the certificate of number, physical boat numbers and a decal. The boat numbers and decal must be affixed on both sides of the bow, be three inch high block letters with a contrasting color to your boat color. Spaces or hyphens only must be between numerals and letters. For example: CF 4321 BX or CF-4321-BX.

Your registration MUST be kept on board the vessel at all times. Consider keeping it in a dry-bag to protect it from the water.

To prevent incurring unnecessary fines be sure to have your boat properly marked and the registration on board.

Large recreational boats can be federally registered with the U. S. Coast Guard and therefore are usually exempt from having to also be registered with the State of principal use.

All states follow reciprocity regulations which allow boats to operate within states waters for a period of time (usually 90 days) even though they are registered in another state. Eventually, you must transfer your registration to the state of principal use.
