One site claims that you use electricity to dissociate water into a gas called HHO. No such thing. When you dissociated water you get H2 and O2. 2 H20-> 2* H2 + O2. That takes energy, called the dissociation energy. Then you burn the hydrogen - and release some energy, called the dissociation energy. Ie. You get back what you put in minus the inefficiency of the process. You don't release any net energy by dissociating water and then burning it.
The only way I can see that adding a little water to the carburator could work is that the hot gases in the burning gasoline waste a lot of energy buy expelling hot gas. If you inject a little water vapor, you could vaporize that water turning it into steam. Steam has an 1800:1 expansion ratio over water. This would lower the temperature of your exhaust and perhaps supplement the power.
However, no one promoting water as fuel hybrids is claiming they are just making steam. They all talk about somehow releasing energy via dissociation.
Personally, I wouldn't spend any money until there are some real chemists or chemical engineers who can explain how this is supposed to work.
