Universally accessible web site sounds a little idealistic or unrealistic, and it may strike your mind whether it is really possible. Therefore, adding ALT and Title tags can give visually impaired users an enriching experience.

Moreover, less graphics is more, as the saying goes. In case of visually impaired users: the lesser use of the graphics, the better. Needless to say, it can considerably lessen the load time, thus, making the browsing experience enriching and comfortable.
