Poor performance at school is often an indicator that something else is going on. Frequently parents are the last to know about their child being bullied with issues coming up at parents evenings or overhearing comments from other kids.
Bullies can make life miserable for a child, making it nearly impossible for them to concentrate in class and starting them off on a spiral of self-doubt, loss of self esteem and loss of self confidence which can feed-back into increased bullying as they become an easier and easier target. This can have detrimental effects on the child that extend well into adulthood so the sooner something is done to stop the bullying the better.
Private tutors can make a big difference to the lives of bullied children. They can help get the child's academic performance back on track and they can also be an excellent third party for the child to confide in. Children will often not talk to their parents about problems they are having in school due to shame or even threats from other children but they will talk to someone that is entirely removed from the situation especially if that person is easy to talk and relate to (which all Private Tutors should be). If you have concerns about your child being bullied at school then speak to their private tutor about it and find out if they are aware of what is going on. The tutor should be able to offer advice or refer you to experts that can deal with the situation on a professional level.
Remember that some children assign a stigma to private tutoring and associate it with "special needs". Your child may be very fearful of their peers finding out they are having private tutoring. It's always a good idea not to tell your social group that your child is having private tutoring unless your child is very happy and open with it herself.
