Most gamers remember playing the original Nintendo Entertainment System (NES). The controller for that system is an icon now, even appearing on t-shirts sold by various clothing manufacturers. But video game controllers have changed a lot since those days.
The original NES controller has a cross pad and two action buttons (A and B). It was actually a bit revolutionary at the time since some previous joysticks for prior systems only had one button, Anyway, a short while later, they made NES controllers with "turbo" options, which provided rapid fire for the A and B buttons.
Eventually, the Super Nintendo Entertainment System (SNES) was released. The SNES controller had 6 action buttons: A, B, X, Y, and L and R (the last two controller with the index finger of each hand along the top of the controller). And shortly thereafter, they released a SNES controller with "turbo" options. On the turbo SNES controller, the rapid fire feature was controlled by a switch for each button, so you could have some buttons with rapid fire turned on and other with it turned off, depending on what your needs for a particular game were. It's worth mentioning that both of these systems had rapid fire controllers that were released by the console manufacturer, Nintendo.
Fast forward to today and you've got XBox 360 as one of the most popular video game systems around. The standard XBox 360 controller has many buttons, a cross pad, and two joysticks, but it doesn't feature any rapid fire option. There are rapid fire modifications available, but they are not available from the manufacturer (Microsoft); instead, you have to do them yourself or have a 3rd party do the modification for you.
Perhaps it was Microsoft's intention to not have any sort of rapid fire feature in their controller in order to keep the playing field level between players. Or maybe they just wanted to focus their development dollars elsewhere. At any rate, there's no reason that XBox players can't have a rapid fire controller if they want one.
