A good web hosting service is only as good as the support that the host offers. You should expect and get 24/7 technical support as part of your hosting package. This technical support should cover all the basic web hosting issues like FTP, outages but also go as far as how to get SSL certificates and other topics that you need advice on.
Now here's the problem finding a web hosting that you love that also provides great technical support - there's not too many of them out there. There are plenty of hosting companies who will promise you the sun, moon and stars but they'll come up short every single time. Most of the time their support staff will be second rate. Worse again they're probably just resellers with zero experience of running an actual site hosting business.
The sad part is that you'll probably need to be stung a few times before you find a good web host - it's one of those trial by fire situations. Too many web hosts spend a small fortune on advertising but skimp on hiring first class support staff for their tech or billing teams. What this means is that you can wind up talking to somebody who doesn't speak English as their first language which can quickly lead to frustration.

So before you go signing up for any web hosting package give the company a ring first and check their maintenance routines, backup routines. Even better talk to one of their tech guys and ask how long they've been with the company and what type of qualifications they have. This will give you a chance to judge their professionalism and how they handle customer queries.
Be very careful of companies who offer 24/7 support - you need to read the small print here. Sometimes they only offer business hours support by phone and then after hours support by e-mail. Usually this means the English speaking staff have gone home at 5:30 and the outsourcer teams take over after that. Don't get me wrong I have nothing against outsourcing - some companies in India and elsewhere do this work exceptionally well - but they're few and far between (speaking from personal onsite experience).
A good web host should never be shy about answering questions that you have - after all if you're happy with their replies you'll be a customer for life right? Never be afraid to ask as many technical support questions as you need to - your business might depend on it.
