There is no topical substance that can regenerate the hymen. You are all wasting yor money. Furthermore, an intact hymen does not make you a virgin, since the hymen can stay intact after penetration of the vagina. Also, a disrupted hymen does not mean you are not a virgin since the hymen can break with tampon use, or normal activities (e.g. horseback riding), activities which one would not consider a sexual experience.
