The rules sought to be applied till now have been observed as "repealed" by the JSF, Chandigarh Administration, yet some of the junior level functionaries are passing on the matter to their seniors in a mechanical manner and hence the woes of the hapless GPAs have yet to be redressed by the Administration. Implementation of the Chandigarh GPA Policy
Chandigarh Administration, taking cognizance of GPA holder plight in cooperative house building societies, modified its earlier policy on March 2,2009 making it more people friendly. As per this policy, the GPA holders were allowed to seek transfer of share/flat in his name by paying the prescribed Transfer Fee, which has been fixed at Rs. 50,000/- for category A, Rs. 25000/- for Category B and Rs. 15000/- for Category C.
The Societies were instructed by the Chandigarh Administration to complete the process of the transfers in the names of the existing GPA holders by May 30, 2009. However, this did not happen. Many GPA holders filed complaints with the Registrar Cooperative Societies, as the committees were not inclined to affect the transfer of share/flat in the name of the GPA holders on one pretext or the other.
Because of this dilly-dally tactics adopted by the committees; the very purpose of the Chandigarh administration’s amendment of the transfer of share/flat is defeated. To sort out the problems being faced by the GPA holders, the administration issued fresh clarifications, making it easier for the GPA holders/sub GPA holders opting for the transfer of share/flat in their names.
However, due to deep nexus between the management committees and the Cooperative department, the policy remained under a cloud. Taking advantage of a clause that all government dues of the society must stand paid to implement the policy. Arbitrary dues were raised against the GPA holders to scuttle their option of transfer. None of the original allottees who had been defaulters in payment was asked to clear their dues. GPA holders faced a dilemma.
The cooperative department on its part adopted double standards in dealing with the situation. Different norms were applied while dealing with the societies. However, administration appointed Administrators in 14 societies, yet nothing material emerged. Rather administrator in one of the societies was withdrawn on its committee undertaking to complete the process in three months. But again the same committee came out with huge outstanding amounts against each of the GPA holder. Administrators appointed by the Registrar Societies were seen handing over the account statements to the GPA holders made out by the society managements.
This raised uproar among the GPA holders who were outraged against the injustice being meted out to them by managing committees who were hand in glove with the corrupt cooperative department employees.
So we have again committed ourselves to fight the corrupt officials of the corrupt cooperative department and the unscrupulous managing committees…
